Officer Placa is the neighborhood cop who patrols the hood, often seen walking the beat. He spends a lot of time at the corner donut shop, the one near where the hookers hang out. Having worked the Barrio for over two decades, Officer Placa knows all the Homies by name and is usually the first on the scene when something goes down. While he might seem a bit gruff, he has seen it all and keeps an eye on everything that happens in the neighborhood.
